Synopsis:
The Ugly Ghost Squad heard news of a major United Nations conference underway. The U.S. President and many other world leaders were gathering to discuss the proliferation of super-powered beings in the world, and what steps, if any, they should take in response.
While they were pondering the implications of that, another news bulletin came across the airwaves, this one closer to home: In the nearby town of Happy Harbor, a group calling themselves The Mercenaries were threatening to detonate a bomb unless the city paid them ten million dollars. The heroes rushed to the scene.
The Mercenaries were holed up underneath a highway overpass, with a bomb the size of a small car in plain sight. The squad approached the scene, intending to negotiate, but the villains attacked them on sight. The gun-toting Munition, razor-clawed Bad Girl, sword-wielding Claymore, and light-manipulating Mirror put up a fierce battle, but were ultimately defeated. The Hulk carried the bomb up in the air, taking the brunt of the explosion himself, but saving the city.
Returning to their headquarters, the heroes found a note from someone named "Kaya", claiming that the world was in danger from some mysterious force, and asking the team to meet him the next day at a local restaurant. Intrigued, the squad complied.
At the restaurant, a nervous-looking man introduced himself as Kaya, apprentice to a sorcerer named Yonday. Yonday was well-known as a crusader for justice, though he was widely considered an urban legend. Kaya said that Yonday had been investigating the latest scheme of his old arch-enemy, the Black Seer, but had gone missing several days ago. Kaya feared the worst, and asked the heroes to help him investigate the disappearance. They agreed.
Outside the restaurant, the team was attacked by the Shadow Slayer, one of the Black Seer's minions. He slashed at them with his lethal claws, and his acrobatic skills made him difficult to hit, but the squad managed to bring him down. Kaya proved to be little help, covering his skin in stony armor and hiding in the back. The Shadow Slayer would not give up any information, but boasted that the Black Seer would soon rule the world.
Kaya led the heroes to the spooky old mansion that served as Yonday's home. Despite his assurances that he could deactivate the house's defenses, a group of gargoyle statues on the roof came to life and attacked them. Their stone fists and icy breath did significant damage, but the squad managed to defeat them. A confused Kaya said that they must have been somehow corrupted by the Black Seer.
Within the house, which seemed much bigger on the inside, the team managed to find Yonday's diary. Opening the book released an image of the sorcerer himself, reciting a recorded message: "If you are hearing this, I am most likely dead..." Yonday went on to explain that the Black Seer had spent years planting tiny mystical seeds within the minds of various world leaders. The seeds were harmless at first, but by performing an elaborate days-long ritual, the Seer could cause the seeds to sprout, giving him total control over their minds. With so many leaders gathered in one spot for the U.N. conference, the ritual had begun. Yonday revealed the location of the Seer's headquarters, and implored the heroes to do what he had failed to do: Stop the Black Seer.
Speeding to an old abandoned coal-fired power plant, the squad was confronted by the Seer's minions, the so-called Council of Doom: The martial arts master Cestus, Imageer, with the power to create solid-light duplicates of herself, the poisonous serpent Pit Viper, the electric-powered Surge, and the lady caballero known as The Whip. The heroes were triumphant, but the battle took a toll, and it was a weakened squad that finally broached the inner sanctum to confront the Black Seer himself.
The evil wizard reinforced himself with mystical armor and a dark sword that dealt devastating damage. He also used his spells to drain energy from the heroes to bolster his defense. Even so, the team fought valiantly, and at last, cracks began to appear in the Seer's defenses. At that moment, the perpetually-hiding Kaya stepped forth, glowing with mystic power. The ghostly shape of Yonday emerged from Kaya's body and grabbed hold of the Black Seer, dragging him through the floor, and (or so Kaya claimed) down to the pits of Hell, never to return.
A tearful Kaya realized that his master was truly dead, and vowed to carry on his work. The Ghost Squad, needless to say, was somewhat skeptical. On a more hopeful note, the U.N. conference concluded without recommending any action be taken against the world's super-beings, at least for now.
