DC Villains #2: Hostile Takeover

Episode 2:
"Hostile Takeover"
(Partly based on the adventure "Intercrime: Hostile Takeover" by Jeff Dee)
Freed from prison, and safely ensconced back in Gotham City, the Penguin wasted no time re-establishing himself in the neighborhood and began leaning on local businesses for "protection" money. His two lieutenants, Mr. Roboto and Captain Republican, were making the rounds collecting payments, when they stumbled upon an attempted bank robbery. The branch office was being ransacked by thugs wearing stylized armor and carrying flamethrowers. No freelancers allowed in Penguin's territory! The two made short work of the would-be bank robbers and dragged them back to their home base for interrogation.
The armor and weapons were copies of the ones used by Batman's old enemy, the Firefly. The Penguin took great offense at this: "Garfield Lynns was a second-rater, but he was still one of us. Copying his M.O. is just gauche." With a little bit of violent persuasion, the bank robbers talked: They had acquired the equipment at an underground auction run by a group called Inter-Gang. Inter-Gang was a large crime organization based in Metropolis -- clearly, they were hoping to gain a toehold in Gotham City as well. One of the "Fireflies" had made notes about who else had bought weapons at the auction, with the thought of possibly tracking them down later and stealing the items for themselves. The Penguin thought this was an excellent idea, and sent out his two henchmen to do just that (and hopefully dig up information about where Inter-Crime was holed up in Gotham).
The two villains first visited the abandoned garage where the auction had been held, but found little of any use. There were signs of many people having come and gone, a few more copies of the same auction flier that the Firefly had been carrying, and a strange residue that appeared to be...rotten eggs?
Going down the list, their next stop was the home of one Elliot Hemmingway. Elliot wasn't home, but they found some news items printed out from his computer indicating that he was gathering information about an awards ceremony for journalists being held that evening. He seemed especially interested in famous news photographer Vicki Vale. Since the awards dinner wasn't for several hours, they decided to move on to the next name on the list.
That turned out to be Dave Stanley, a typical hipster living in fashionably shabby circumstances. When confronted, he admitted that he had made a purchase at the auction: A wand based on the one used by Flash's old enemy, the Weather Wizard. His wedding was going to be held tomorrow in Gotham Park, but the forecast called for torrential rain. He begged the villains to let him keep the wand just for a day, so he could fix the weather for the ceremony; after that, he'd happily hand it over. Mr. Roboto was inclined to give the pathetic young man a break, but Captain Republican said absolutely not, and snatched the wand from Dave's hand.
Moving on to the journalists' award ceremony, the pair arrived just in time to see Elliot Hemmingway burst in, wearing the costume of Solarman, a long-forgotten enemy of Superman. He apparently wanted to start his supervillain career with as much publicity as possible, and thought that a room full of journalists was just the place to do it. The two villains interrupted his debut, with Captain Republican using the recovered Weather Wand to good effect, counteracting Solarman's superhuman strength and protective force field. They took the defeated wanna-be villain back to their headquarters for interrogation, and to rest up from the day's battles. Captain Republican noticed the Weather Wand had just enough energy left for one more weather change; he relented and used it to make sure Dave Stanley and his groom had a bright, sunny day for their wedding.
The final auction item had gone to the motorcycle gang known as the Street Demonz. The Penguin correctly guessed that they would use whatever weapon they acquired to attack their rivals in the East Side Dragons. When the villains arrived, the Dragons had already been wiped out. The Street Demonz had taken on the appearance of electrified skeletons, much like Batman's old foe Bag-O-Bones. The Demonz's electrical blasts were powerful, but physically they were not very tough, and went down without too much trouble. Most importantly, one of the Demonz had lingered around after the auction, and secretly followed the Inter-Gang agents back to their lair. He was "persuaded" to give up the info, and Republican and Roboto finally had a lock on the invaders from Metropolis.
Inter-Gang was holed up in an abandoned office building downtown. As the villains approached, they were confronted by Inter-Gang's "Power Infantry", armored troops carrying massive Disintegrator cannons. Penguin's men prevailed, but had taken heavy damage, and opted to retreat and regroup.
On their second attempt, they found the rest of the Inter-Gang troops huddled together in the lobby, along with their leader, the grotesque giant who called himself Chang Tzu, but whom everyone else called (not to his face) Egg Fu. The battle proved one of their most challenging yet; outnumbered, the heroes steadily lost health while slowly chipping away at Tzu's defenses and troops. At one point, Captain Republican was knocked out. He recovered, but was in no shape to continue and slipped back out the door. Mr. Roboto was down to his last few hit points when he pulled off a couple of decisive Vibratory Blasts that left Egg Fu well and truly scrambled.
The Inter-Gang incursion into Gotham was thwarted...for now. But with a powerful rival organization nosing around, the Penguin mused that it might be time to expand their ranks...
