DC Villains #11: Hizzoner the Penguin

Episode 11:
"Hizzoner The Penguin"
[Partly inspired by: The Batman '66 tv episodes "Hizzoner the Penguin" / "Dizzoner the Penguin" by Stanford Sherman]

The Penguin announced that, with the large infusion of cash he got from selling the shipment of Kryptonite [see Episode 10], he was ready to launch his ultimate grift: Running for Mayor of Gotham City. But first, he needed to polish his reputation a bit. He sent his crew to rob a charity banquet benefitting orphans in Gotham City, with the idea that he would then appear to "save the day" by "defeating" the bad guys.
The plan ran into a slight hitch when it turned out that the guests of honor were a trio of well-known orphans: the Teen Titans Nightwing, Changeling, and Wonder Girl. Nightwing and Bucky squared off in a "battle of the sidekicks", while the others mixed it up in various combinations, with both Wonder Girl and Changeling (in grizzly bear form) dishing out considerable punishment. But in the end, the villains prevailed, and the Penguin arrived on cue to "chase them off" and garner a ton of free publicity for himself.

What followed was weeks of rallies, campaign ads, and more than a few dirty tricks. The Penguin took an early lead in the polls, but as election day drew near, incumbent Hamilton Hill began to rally, and the race became too close to call. Not happy with the way things were going, the Penguin ordered his men to kidnap the members of the Board of Elections, to guarantee the vote count went his way.
When the villains arrived at the Board of Elections, they saw a strange, translucent sphere appear out of nowhere. Stepping out were three visitors from the future: Cosmic Boy, Lightning Lad, and Saturn Girl of the Legion of Super-Heroes. They declared that the Penguin must not win the election; they had seen an alternate timeline where he parlayed his mayoral victory into a successful Senate run, and then finally became President of the United States. In that role, he was destined to cause World War III. Captain Republican replied that sounded great to him, and the battle was on. The bad guys proved to be too strong-willed for Saturn Girl's mental domination [Mind Control], and she was taken out of the fight early on. Cosmic Boy's magnetism and Lightning Lad's electricity were more effective (especially against Mr. Roboto), but the young heroes were ultimately no match for their ruthless opponents. The villains carted the Electors back to the Iceberg Lounge for Penguin to deal with.

Back at the hideout, the Penguin took the prisoners back to his "Persuasion Room" to make sure they were going to cooperate. His henchmen were not surprised to hear moans and cries of pain...but then realized what they were hearing was the Penguin's voice! Their leader came running out of the room, looking severely beaten and burned, and yelling "Run, boys! The jig is up!" as he fled out the front door.
It turned out that the "Board of Electors" were actually a trio of disguised super-heroes: none other than Batman and two of his Outsiders allies, Black Lightning and Metamorpho. Captain Republican and Bucky leaped in to double-team the Caped Crusader, while Chemical Lad squared off against Metamorpho (prompting his response: "Kid, I've been a chemical freak since before you were born.") and Mr. Roboto, still smarting from his battle with Lightning Lad, reluctantly stepped up to Black Lightning.
After an intense battle, the Dark Knight seemed to be on his last legs, but by then both Mr. Roboto and Bucky had been knocked out. Captain Republican and Chemical Lad attempted to flee the scene, only to run straight into a small army of police and national guardsmen who had arrived on the scene. They saw that the Penguin had already been captured, and realized that the jig was indeed up. The gang that had terrorized Gotham City for months was now in custody.

Their gear confiscated, their powers dampened by electronic collars, the Penguin's ex-crew sat in maximum security cells, awaiting their fate. Suddenly, they heard footsteps coming down the hall, and a voice: "Tsk-tsk. You boys done screwed up big-time. Grand larceny, multiple counts of assault, first degree murder of police officers...they're going to lock you up and forget there was ever a key."
Stepping out of the shadows, the woman revealed herself: "Or maybe not. My name is Amanda Waller, and I'm your new best friend. Welcome to the Suicide Squad."
[The player characters earned 3 character points each, giving them a total of 133.]
[My plan for this campaign is to take the PCs from 100 character points to 200 CPs. Since this week marked the 1/3 point, I thought it would be a good time to shake things up a bit. Although as far as the players are concerned, things won't really change much. As Captain Republican's player put it: "Meet the new boss, same as the old boss".]
